There are two fences. Therefore it stands to reason that there are two security firms looking after the place.

These people have patrol dogs and big blue hands.

(Actually they do have dogs. The blue hands are just artistic license by the sign-writer.)

Behind the sign, behind the double fence, is one of those great cul-de-sacs and inter-ward spaces that are just begging to be explored. Or have the grass cut.

This was No. 3 garden and Turner is the ward buried away in the distance, with Shaftesbury/Salter to the left, and Vanbrugh/Vincent to the right.
