Graylingwell was born of the local authority reorganisations and population explosion driven by increasing urbanisation on the back of the industrial revolution. The newly founded West Sussex County Council, created by the Local Government Act 1888, found itself responsible for the lunatic paupers in its jurisdiction, but could not continue renting the facilities of neighbouring Essex Sussex County Council and their asylum at Haywards Heath.
