I didn’t understand this poster. Is the guy on the toilet talking aloud, being overheard by the suspicious civil-servant types who are washing their hands? From the looks of interest and suspicion, this does seem to be the case.

So, who’s the guy in the toilet with, because he has to be talking to someone, and this was in the age before mobile phones?

Were there two of them in the cubicle? Weird stuff indeed!
